Proposals and Selection Process Sealed proposals for the Keys Road Water Treatment Plant Filter Media Replacement Project for the City of Scappoose will be received by Susan Reeves, City Recorder at the City of Scappoose at 33568 E. Columbia Avenue, Scappoose, Oregon 97056 until the BID CLOSING at 2:00 PM, local time, on the 2nd of November 2021. No bids will be received after the BID CLOSING time. First-Tier Subcontractor Disclosure forms will be received at the above-mentioned location and date, until 4:00 PM, local time. Bids will be publicly opened and read at Scappoose City Hall – Council Chambers at 2:00 pm.

Project Overview The work to be done consists of furnishing all labor, equipment, tools, materials and supervision to replace and test new filter media in the two filters at the Keys Road Water Treatment Plant. The work will include the removal and disposal of the existing filter media and gravel, cleaning of the filters once the existing media and gravel is removed, inspection of the walls, under drain, surface wash sweeps, and other components of the filter, repair of any items deemed in need of repair from inspection, replacement of the surface wash nozzles, and installing the new filter media and gravel. Project must be substantially complete by April 29, 2022. Final completion of the project must be prior to May 31, 2022.

Voluntary pre-bid walkthroughs for this project will be held at the project site from October 18 through October 29 to provide prospective bidders with the opportunity to ask questions relating to bidding or constructing the work under this contract. Walkthroughs must be scheduled with Darryl Sykes 503.369.0297, Water Treatment Plant Supervisor, and comply with current Oregon COVID-19 regulations. If deemed appropriate by the Engineer, questions that cannot be addressed by direct reference to the bidding documents will be the subject of an addendum issued to the plan center.

No proposal will be considered by the City of Scappoose unless the Bid contains a statement by the Bidder that the Bidder will comply with the provisions of ORS 279C.800 to 279C.870 and 40 U.S.C. 276(a) pertaining to prevailing wages, as applicable. Contractor licensing under ORS 468A.720 for working with asbestos-containing materials is not a requirement of this project. Each bid must contain a statement as to whether or not the bidder is a resident bidder as defined in ORS 279A.120. Each bid must also contain a statement as to whether the bidder is registered with the Oregon Construction Contractors Board. No bid will be received or considered unless the bidder is registered with the Construction Contractors Board, as required by ORS 701.035 et seq. No bid will be considered unless the First-Tier Subcontractor Disclosure form is submitted by the specified deadline. Faxed copies will NOT be accepted.

Contractors must be qualified in accordance with the applicable parts of ORS 279 in order to enter into a contract with the City of Scappoose for public work in the State of Oregon. The City of Scappoose will investigate and determine the qualifications of the bidders as part of its evaluation of the bids.

Proposals must be submitted on the prescribed forms and must be accompanied by certified check, cashier’s check, or bid bond executed in favor of the City of Scappoose in an amount not less than five percent (5%) of the amount of Bidder’s maximum Bid price (including all optional work items). The successful bidder will be required to furnish to the City of Scappoose a performance bond and a payment bond each equal to one hundred percent (100%) of the amount of the bid with the selected (if any) optional work items as determined by the City. The successful bidder and all subcontractors will be required to furnish to the Oregon Construction Contractors Board a public works bond in the amount of $30,000, unless exempt under ORS 279C.

The City of Scappoose reserves the right to reject any and all bids, to waive any irregularities, and to accept the bid deemed in the best interests of the City of Scappoose. The City of Scappoose may reject any bid not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all bids upon a finding of the City it is in the public interest to do so.
