Building according to the Drawings and Specifications prepared by Mackenzie.

A non-mandatory Pre-Bid Conference will be held for all General Contractors intending to submit for
bids for this project on June 24, 2022 at 10:00 am at East quadrant of Old Portland Road and Kaster
Road, St. Helens, OR.
Electronic bids will be received at the date and time below by Willamette Print & Blueprint Company’s
Digital Planroom via file transfer protocol. Direct link to the project is :

shall be submitted electronically via upload to the file transfer link identified above no later than the
due date and time. Late bids will be rejected as non-responsive.
Bids will be received until July 14, 2022 at 2:00 pm local time. Bids received after that time will not be
accepted. Bids will be opened in public and read aloud on July 14, 2022immediately after 2:00 pm at
265 Strand Street, St. Helens, OR 97051, in the Council Chambers. Interested parties are invited to
attend. All bidders must submit, in a sealed envelope within two hours of the date and time of the bid
deadline, a first-tier subcontractor disclosure form in compliance with ORS 279C.370.
Bid security in the amount of 10% of the bid amount made payable to the Owner is required to
accompany each bid. Each bidder must identify whether the bidder is a resident bidder as defined by
ORS 279A.120. The award of the contract shall be made to the lowest responsible bidder as the term is
used in ORS 279A.010 based on the sum of the Base Bid and accepted Alternates.
Prevailing minimum hourly wage rates for labor to be used under this contract have been determined
by the Oregon Bureau of Labor and Industries (BOLI) in accordance with ORS 279C.800 through 279C
870.
The Contractor shall possess a valid State of Oregon Construction Contractors Board License or the
State of Oregon Landscape Contractors Board in accordance with rules and regulations of the Oregon
Administrative Rules. There is not a requirement that the Contractor be licensed under ORS 468A.720

No bidder may withdraw its bid for a period of sixty (60) days after the time fixed for the opening of the
bids, within which time an award will be made. The Owner reserves the right to reject any and all bids
or to waive any irregularities or informalities in any bid or in the bidding. The Owner may reject any bid
not in compliance with all prescribed bidding procedures and requirements, and may reject, for good
cause, any or all bids upon a finding by the Owner that it is in the best interest of the public to do so.
Bidding documents are those prepared by Mackenzie, 1515 SE Water Avenue, Suite 100, Portland, OR
97293 (PO Box 14310, Portland, OR 97214). Documents may be obtained at Willamette Print &
Blueprint Company’s Digital Planroom (http://wpbinc.com/digital-planroom). This ITB is for
construction of a Public Work subject to ORS 279C.800 to 297C.870 (Oregon’s prevailing wage law).
Bidders will be required to fully fill out the Bidder’s Responsibility Information Form as identified in
Section 00 44 00.
Requests for information received less than 10 days prior to Bid Opening may not be answered.
Addenda will be issued no later than 72 hours prior to Bid Opening.
The entire project must be substantially completed within sixty (60) calendar days after the dated
“notice to proceed.”
