1.01 NOTICE TO BIDDERS
Project Name: Trillium Creek PS Security Improvements. Sealed Bids and First-Tier
Subcontractor Disclosure Forms will be received by Amy Berger, Capital Bond Coordinator, of
West Linn Wilsonville School District, at the District Operations Center, 2755 SW Borland Road,
Tualatin, Oregon 97062, until 2:00 p.m. PST, November 30, 2022, for the Trillium Creek PS
Security Improvements. The bids will then be publicly opened and read aloud. Bids received
after the time fixed for receiving bids will be returned, unopened. General Contractors will be
required to submit a First-Tier Subcontractor Disclosure Form within the time frame indicated
below.
1.02 PROJECT DESCRIPTION
Briefly, the work for this project shall be executed under a single general construction contract
including General, Security Control, and Electrical work for Trillium Creek Primary School for the
West Linn Wilsonville School District. The intent of the project is to create secure entry vestibules
and improved classroom lockdown capability. The work includes general demolition, electrical
lighting, low voltage controls, secure vestibule entry controls, intrusion limiting glass, classroom
lockdown hardware, replace incompatible locksets, shelter-in-place curtains, storefront and
access controls work.
1.03 BIDDING DOCUMENTS
Bidding documents for the work are those prepared by the IBI Group, 907 SW Harvey Milk St.,
Portland Oregon, 97205 (503-226-6950). Bona fide General Bidders may obtain two (2) hard
copy sets and a digital copy, after 2:00 p.m. November 2, 2022, at Willamette Print and Blueprint;
3461 NW Yeon Ave., Portland, OR 97210; (503-223-5011) at no cost.
Should a bidder wish additional sets or parts of sets, they may obtain them by paying the cost of
the reproduction thereof, plus handling and mailing costs, with no refund for the additional sets or
parts thereof.
Bidders shall use complete sets of Bidding Documents in preparing Bids. Neither the School
District nor the Architect assumes any responsibility for errors or misinterpretations resulting from
the use of incomplete sets of Bidding Documents.
1.04 PRE-BID MEETING
A Mandatory Pre-Bid Conference will be held for all contractors intending to submit bids for this
project on November 9, 2022, at 3:00 p.m. at Trillium Creek Primary School, 1025 Rosemont Rd,
West Linn, OR 97068. Meet the main entry.
1.05 BID SECURITY
No proposal will be considered unless accompanied by bid security in the form of a certified
check, bank cashier's check or surety bond executed by a State licensed surety company,
payable to the School District in an amount equal to ten percent (10%) of the Base Bid. No
interest will be paid on bid security. Return or retention of bid security shall be subject to the
provisions of ORS 279C.385.
1.06 DISCLOSURE FORM
All contractors, pursuant to ORS 279C.370, are required to complete Document 00 43 50 – First-
Tier Subcontractor Disclosure Form under the requirements of the Instructions to Bidders. The
completed form must be received at the District Operation Center Offices within 2 hours of the Bid
time and date.
All bids must be received at the District Operations Center, 2755 SW Borland Road, Tualatin,
Oregon 97062 on bid closing date and time shown above.
This Project is subject to State of Oregon Prevailing Wage requirements in accordance with ORS
279C.800 through ORS 279C.870.
