CITY OF NORTH PLAINS REQUEST FOR PROPOSAL (RFP)
CONSTRUCTION MANAGER/GENERAL CONTRACTOR (CM/GC) SERVICES

The City of North Plains is seeking proposals for Construction Manager/General Contractor (CM/GC) Services for a new Public Works Facility. Proposals will be accepted at the City of North Plain City Hall, 31360 NW Commercial Street, North Plains, OR 97133 until February 16, 2023, 2:00 p.m. Proposals will be opened immediately thereafter and a record of proposals received will be made. Proposals will not be accepted after the Request for Proposals (RFP) closing time and date.

General scope for the selected CM/GC includes preconstruction and construction services for the City of North Plains’ new Public Works Facility and the associated site work. The 12,000 SF facility will consist of a roughly 7,500 SF high-bay shop space and a 4,500 SF two-story office that will house the Public Works offices and other city departments to be identified. The building is proposed utilizing Cross Laminated Timber (CLT) as the primary structural system. The estimated cost of construction is $5.5-5.8 million which will be funded using City System Development Charges and State of Oregon Lottery Bond proceeds. When selected, the CM/GC will integrate with the project team which is composed of the City of North Plains, the architectural design team, and the civil engineering team.

Process Architecture and their sub-contracting team has been selected as the Design Team for architectural services with 3J Engineering and their sub-contracting team providing civil engineering services.

It is anticipated that site improvement permits will be obtained in late spring of 2023 and building permits are expected to be obtained by mid/late summer of 2023. Contractor mobilization and site work are expected to begin in June 2023. The Design Team will work with the CM/GC to facilitate procurement of critical path items such as the CLT fabrication and electrical equipment.

Prevailing Wage / Public Works
This solicitation is for a public works project which is subject to ORS 279C.800 to 279C.870. All construction completed as part of this project will be subject to Oregon BOLI Prevailing Wage Rates and all associated requirements.

Pre-Proposal Meeting
A Non-Mandatory pre-proposal meeting is scheduled for February 7, 2023, at 11:00am. The meeting will be held on-site at 29905 NW West Union Road, North Plains, OR 97133. Proposers, subcontractors and suppliers are not required to attend the meeting to be eligible to submit a proposal. Statements made by the City’s representatives at the pre-bid meeting are not binding upon the City unless confirmed by written addendum. Although not required, prospective proposers are encouraged to attend.
