Sherwood Hwy 99W Pedestrian Bridge Project (234ST)
Sealed bids for furnishing all materials, equipment, labor, and services for the construction of the
Sherwood Hwy 99W Pedestrian Bridge Project (234ST) for the City of Sherwood will be received
at City of Sherwood, Engineering Department, 22560 SW Pine Street, Sherwood, Oregon 97140 (Attn:
Jason Waters, P.E., City Engineer) until the Bid Closing at 1:00 PM (PDT) on Tuesday, October 31,
2023. Please title the envelope Sherwood Hwy 99W Pedestrian Bridge Project (234ST). Bids will
then be publicly opened and read aloud after 2:00 PM at the Sherwood City Hall Community Room,
22560 SW Pine Street, Sherwood, Oregon. No bids will be accepted after the Bid Closing time.
First-Tier Subcontractor Disclosure forms must be received no later than 4:00 PM (PDT) on the date
of the Bid Closing after the bids have been opened. Bid Proposals without a completed First-Tier
Subcontractor Disclosure form submitted will be considered non-responsive.
Bidders must be pre-qualified in accordance with the laws of the State of Oregon (ORS 279C.430)
in the following categories: Aggregate Base (AB), Asphalt Concrete Paving and Oiling (ACP),
Earthwork and Drainage (EART), Painting (PAI1), Portland Cement Concrete Paving (PCP), Bridges
and Structures (REIN), and Temporary Traffic Control (TTC) or pre-qualified in accordance with the
laws of the State of Washington (Wash. Admin. Code § 468-15-020) in the following categories:
Clearing Grubbing Grading and Drainage (01), Production and Placing of Crushed Materials (02),
Asphalt Concrete Paving (04), Cement Concrete Paving (05), Bridges and Structures (06), Erosion
Control (34), and Traffic Control (53) assuming all other bidder responsibilities are met and the
contractor is appropriately registered and licensed to perform work in the state of Oregon.
Letters of pre-qualification (approval letter only) from the Oregon Department of Transportation
(ODOT) or the Washington State Department of Transportation (WSDOT), or the Washington County
Department of Land Use & Transportation will be accepted by the City as proof of pre-qualification.
Proof of valid pre-qualification must be submitted to the City by EMAIL ONLY sent to:
engineeringinformation@sherwoodoregon.gov by Friday, September 29, 2023 at 5:00 PM (PDT) for
the Bidder’s bid proposal to be deemed responsive and to retain appeal rights. Only bids from prequalified
Bidders will be opened.
A NON-MANDATORY PRE-BID MEETING will be held at City of Sherwood City Hall, Sherwood
Community Room (1st Floor, same room used for City Council meeting, 22560 SW Pine Street,
Sherwood, OR 97140) on Thursday, September 14, 2023 at 2:00 PM (PDT). The pre-bid meeting
will be a hybrid meeting that can be attended remotely via Zoom or in person. A link to the Zoom
meeting webpage address (URL) will be provided via addendum issued at least 24-hours prior to the
above-mentioned pre-bid meeting date and time. There will be no additional on-site meetings or
guided tours of the project limits before or after the non-mandatory pre-bid meeting or at any point
during the Bid Period, although bidders are encouraged to visit the project site to evaluate the existing
conditions prior to preparing bids.
Project Description
The Work to be done under this Contract consists of the construction of the following items:
1. Structural steel bridge construction.
2. Concrete bridge foundations and associated shoring, cribbing and cofferdams.
3. Bridge deck concrete.
4. Pedestrian rails and handrails.
5. General Earthwork.
6. Relocation of underground public utilities.
7. Construct joint utility trench (~800LF) and coordination w/ franchise utility providers.
8. Construct new public storm conveyance systems.
9. Sewer mainline video inspection.
10. Portland cement concrete pavement placement (sidewalks, straight curb, curb & gutter,
driveways)
11. Asphalt concrete pavement placement.
12. Electrical and other private utility infrastructure relocation.
13. Streetlighting and bridge illumination and control systems.
14. Video-surveillance system, conduit, boxes and appurtenances.
15. Erosion, Sediment and Runoff Control under a DEQ 1200-C permit.
16. Re-establishment of vegetated groundcover, landscaping, irrigation restoration.
17. Construction of new irrigation and controller.
18. Traffic control.
19. Work within city, county and ODOT jurisdictional roads (Sunset Blvd, 99W, Elwert/Kruger).
20. Engineer’s Estimate ($14,900,000 to $18,100,000)
All Bid Documents, including Plans, Specifications, Addenda and List of Plan Holders will be hosted
by and made available for purchase or download through Willamette Print & Blueprint Company,
Inc., 3461 NW Yeon Ave, Portland, OR 97210 (https://www.wpbplanroom.com/jobs/public) in the
digital planroom established for City of Sherwood. Bidding Documents may be available and
examined at other bid centers not listed here. Additional reference information about the project can
be found on the City of Sherwood project webpage at

Parties downloading Bidding Documents through Willamette Print & Blueprint Company, Inc. will be
included on a List of Plan Holders maintained on their website. Please note that Bidders are not
explicitly required to be on the official List of Plan Holders in order to submit a Bid Proposal for this
project.
Potential Bidders are responsible for checking the project plan center regularly. Each addendum
must be signed and submitted with the Bid Package to be considered a responsive bid offer. The
City is not responsible for failure of bidders to receive notifications of changes or corrections made
by the City and posted as stated above.
All questions or requests for clarification must be submitted by EMAIL ONLY sent to
ted.ketchum@kpff.com by 2:00 PM (PDT) on Tuesday, September 26, 2023, seven (7) days prior
to bid opening to be logged and receive responses. All final responses will be posted via addendum
in a question & answer log no later than three (3) days prior to Bid Opening.
This is a local public works project subject to BOLI prevailing wages (ORS 279C.800 to ORS
279C.870).
Bids shall be accompanied by a certified check, cashier’s check or bid bond payable to the City of
Sherwood in an amount equal to ten percent (10%) of the amount bid.
The City of Sherwood may reject a bid that does not comply with prescribed public contracting
procedures and requirements, including the requirement to demonstrate the bidder’s responsibility
under ORS 279C.375(3)(b), and that the City may reject for good cause, all bids after finding that
doing so is in the public interest. City reserves the right to waive minor informalities in any bid.
