NOTICE TO BIDDERS
1.01 SEALED BIDS
SECTION 00 11 13 ADVERTISEMENT FOR BIDS
A. Sealed Bids will be received by Ellen Leventhal of West Linn-Wilsonville School District, at the District Operation Center located at 2755 SW Borland Rd, Tualatin OR 97062, until 4:00 p.m. local time, on January 11, 2024; for the general construction of the Willamette PS Data Recabling Project. Bids will then be publicly opened and read aloud. Bids received after the time fixed for receipt of bids will be returned unopened. General Contractors will be required to submit a First-Tier Subcontractor Disclosure within the timeframe indicated below.
1.02 BIDDING DOCUMENTS
A. Briefly, the work for this project shall be executed under a single general construction contract and includes Architectural, Mechanical, Electrical, and Technology disciplines and work for the tenant improvement construction work for the Adult Transition Program for the West Linn- Wilsonville School District.
B. Bidding documents for the work are those prepared by the Architect, Arcadis; 830 NE Holladay Street, Portland OR 97232 (503-226-6950). General Bidders may obtain two (2) sets free of charge, on or after November 27, 2023, at Willamette Print and Blueprint; 3461 NW Yeon Ave., Portland, OR 97210; (503-223-5011). Plan holders will also have access to digital documents at Willamette Print and Blueprint at the same location.
C. Should a bidder wish additional sets or parts of sets, the bidder may obtain them by paying the cost of the reproduction thereof, plus handling and mailing costs, with no refund for the additional sets or parts thereof.
D. Bidders shall use complete sets of Bidding Documents in preparing Bids. Neither the School District nor the Architect assumes any responsibility for errors or misinterpretations resulting from the use of incomplete sets of Bidding Documents.
E. Bidding Documents will be available for examination during the bidding period, at the District Operations Center, and at the organizations outlined in the specifications.
1.03 PRE-BID MEETING
A. A one-time Non-mandatory Pre-Bid Conference will be held for all general contractors intending to submit bids for the project on Tuesday December 05, 2023 beginning at 2:30PM, at the project site located at 1403 12th Street, West Linn OR 97068. Existing building will be open for observation.
1.04 BID SECURITY
A. No proposal will be considered unless accompanied by bid security in the form of a certified check, bank cashier's check, or surety bond executed by a state-licensed surety company, payable to West Linn-Wilsonville School District, in the amount equal to ten percent (10%) of the Base Bid. No interest will be paid on bid security. No bidder may withdraw his/her bid after the hour set for the opening thereof, or thereafter, before award of the Contract, unless award is delayed for a period exceeding thirty (30) days from the date of bid opening. Return or retention of bid security shall be subject to the provisions of ORS 279C.385.
1.05 DISCLOSURE FORM
A. All contractors, pursuant to ORS 279C.370, are required to complete Document 00 43 50 First Tier Subcontractor Disclosure Form. The completed form must be received at the District Operation Center Offices within 2 hours of the Bid Time of the same day.
B. All bids must be received at District Operations Center prior to bid closing date and time shown above.
C. This Project is subject to State of Oregon Prevailing Wage requirements in accordance with ORS 279C.800 through ORS 279C.870 .
