Bids sealed and marked, with the words “Bid – PAVEMENT AND CURB RAMP IMPROVEMENTS”, and the words “To Be Opened Only by Authorized Personnel” will be received at the office of the City Recorder, City of Forest Grove, 1924 Council Street, PO Box 326, Forest Grove, OR 97116 until the BID CLOSING time, 10:00 AM local time on Thursday, May 27, 2021. Bids will be publicly opened and publicly read aloud at 2:30 PM local time, Thursday, May 27, 2021, in the City Hall Forest Room, 1924 Council Street (second floor), Forest Grove. All interested parties are invited to attend. Bids received after the above-stated time will not be accepted. Electronic bids will not be accepted.
Project Description:
The work generally consists of providing all construction services, equipment, necessary tools, materials, fuel, personnel, supervision, and labor required to complete the preparation and placement as specified herein:
- 3,673 tons of hot mix asphalt concrete
- 13,064 square yards asphalt grinding
- 3,448 square yards of pavement excavation & replacement (PERS) inlays 84 curb ramp improvements to ADA standard
Bids must contain:
- A residency statement as defined in ORS 279C.365. Provide a written statement on bidder’s own form (e.g. company signed letterhead).
- A bid bond on the City’s Bid Guaranty form, irrevocable letter of credit issued by an insured institution as defined in ORS 706.008, certified check, or cashier’s check, of at least ten percent (10%) of the total bid.
Bids may be rejected by the City for non-compliance with prescribed public bidding procedures and requirements, or for good cause, upon a finding that it is in the public interest to do so.

Bidders:
Bidders are solely responsible for ensuring actual receipt of the bid by the City of Forest Grove at the place and time designated above.
Bidders must use bid and bid guaranty forms (if electing to use a bid bond) furnished by the City in the bid documents. Otherwise, the bid may be rejected as non-responsive.
Bidders must conform to the requirements of these bid documents and related, applicable laws.
Bidders shall be solely responsible to check for and download all addenda, if any, from the digital plan room prior to bidding.
Bidders must sign all Bid Forms, and in doing so, agree to comply with the statement in the Bid Proposal regarding compliance with the provisions of ORS 279C.840 or 40 U.S.C. 276a “Workers on Public Works to be Paid Not Less Than Prevailing Rate of Wage”.
Bidders must complete and submit, in a sealed envelope, the First-tier Subcontractors Disclosure Form provided in the bid documents, no later than two working hours after the bid are due, per ORS 00120.40(f). This form shall be submitted to the office of the City Recorder, City of Forest Grove, 1924 Council Street, Forest Grove, OR 97116 no later than 12:00 PM local time on Thursday, May 27, 2021.
Licensing per ORS 468A.720 (working with asbestos) is not required for this project.
The City:
The City reserves the right, but is not obligated, to waive any irregularities or informalities in its sole and absolute discretion.
City intends to issue notice to proceed July 1, 2021 and have the work fully completed by October 31, 2021.
Form of Proposal:
All vendors must accept the terms included with this Invitation to Bid as part of the contract. If a proposer is exempt from a particular term due to a statutory or regulatory exception or exemption, whether the exception or exemption applies to the contract matter, the type of work, or the vendor, the vendor will be considered to have met the requirements of that term.
The City reserves the right to negotiate a final contract that is in the best interest of the City.
